项目简介

“教育部重庆市人民政府来华留学联合奖学金” 项目是由教育部、重庆市人民政府共同设立。该奖学金项目按照“个人申请、院校推荐、专家评审、择优录取”的原则，由国家留学基金委与重庆市教委共同选拔录取具有优秀学科背景、突出专业能力及未来发展潜力的留学生，包括本科生、硕士研究生和博士研究生。旨在吸引欧美国家和共建“一带一路”国家优秀学生来渝留学，助力打造“留学重庆”品牌。项目相关内容如下：

The “MoE-CMPG Joint Scholarship for International Students in China”is jointly established by Ministry of Education in China and Chongqing Municipal People's Government. The program is based on the principles of "individual application, institutional recommendation, expert assessment and selection on the basis of merit", and selects and admit international students by the China Scholarship Council and Chongqing Municipal Commission of Education jointly. The international students include undergraduates, master's degree and doctoral degree students, who have excellent academic backgrounds, outstanding professional abilities and potential for future development. The program aims to attract outstanding students from Europe, the United States and the ‘One Belt, One Road’ countries to study in Chongqing and help build the brand of ‘Study in Chongqing’. A description of the program is as follows:

一、招生类别/ Admission Category:

全日制在校本科生和研究生（含硕士研究生和博士研究生）。

Full-time Undergraduates and Postgraduates (Master’s and Ph.D. candidates).

二、招生对象/ Target students:

2026年9月入学新生。

The prospective students for September intake, 2026.

四、申请条件/ Eligibility:

1. 非中国籍公民，身心健康；

Non-Chinese citizens and be in good health both mentally and physically;

2. 申请攻读学士学位者，年满18周岁及以上，年龄不超过25周岁, 须具有高中及以上学历；

Be a high school graduate or with higher education background at age of 18 and above, under the age of 25 when applying for master's programs;

3. 申请攻读硕士学位者，年满21周岁及以上，年龄不超过35周岁, 须具有学士学位；

Be a bachelor's degree holder at age of 21 and above, under the age of 35 when applying for master's programs;

4. 申请攻读博士学位者，年龄不超过40周岁，须具有硕士学位；

Be a master's degree holder under the age of 40 when applying for Ph.D. programs;

5. 申请以中文为专业教学语言的攻读学士学位者，中文水平须达到汉语水平考试（HSK）四级180分及以上；攻读硕士、博士学位者，中文水平须达到汉语水平考试（HSK）五级。

Have acquired the Chinese proficiency of HSK Level 4 (scored 180 and above) when applying for Chinese-taught master's or Ph.D. programs; have acquired the Chinese proficiency of HSK Level 5 when applying for Chinese-taught master's or Ph.D. programs.

6. 申请以英文为专业教学语言的攻读硕士、博士学位者，英文水须达到托福85或雅思6.5；或同等语言水平。英语母语国家学生免提交英语能力成绩证明。

TOEFL 85 or IELTS 6.5 for English-taught Master’s and Ph.D. programs; or equivalent language capacity. Native English speakers are exempted from submitting proof of English proficiency.

7. 学术成绩要求5分制GPA须在3.5分以上，百分制85分以上。

Cumulative GPA must be 3.5 and above out of 5.0, grade score 85 and above out of 100.

*8. 本科申请人均须在申请前参加“来华留学本科入学学业水平测试（CSCA）”，并到达要求成绩。

For bachelor's program applicants, qualified  "China Scholastic Competency Assessment (short as CSCA)" result is required. Upload a valid score report when applying for bachelor programs.

五、奖学金内容/ Scholarship Coverage:

1. 免学费 Tuition waiver

2. 提供免费校内住宿 Free on-campus accommodation

3. 提供奖学金生活费 Monthly living allowance

- 本科生2,500元人民币/月

Undergraduate students: 2,500CNY/month       

-硕士研究生2500-3000元/月（根据不同专业）

Master students: 2500-3,000CNY/month(according to different majors)

-博士研究生3300-3800元/月（根据不同专业）

Ph.D. students:3,300-3800 CNY/month (according to different majors)

4. 提供来华留学生综合医疗保险

六、申请材料/ Application Documents：

1.《中国政府奖学金申请表》(中文或英文填写)。

Application Form for Chinese Government Scholarship (fill out form in Chinese or English).

2. 护照首页。如现持有护照有效期不符合要求（护照有效期应晚于 2026 年 9月），请及时换发新护照。

Copy of Passport Home Page. If the validity of the applicant’s current passport does not meet the requirement (meaning the passport expires before September 2026), please apply for a new passport before submitting the application.

3. 经公证的最高学历证明。如申请人为在校学生，须提交本人就读学校出具的预计毕业证明或在学证明。

Notarized highest diploma. Prospective diploma winners must submit official proof of student status by their current school.Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations.

4. 学习成绩单（自高中阶段起）。成绩单扫描件应包括高中、本科、硕士（如有）、博士（如有）学习阶段，直至最近一学期的成绩。成绩单应由就读学校教务处、研究生院或有关学生管理部门开具并盖章。中英文以外文本须附经公证的中文或英文的译文。

Academic transcripts (from the high school program onwards). Copies of academic records from first to last semester during the high school, the undergraduate, master (if any), and doctoral programs (if any) shall be provided. These transcripts shall be issued and sealed by the attending school’s/university’s academic affairs office, graduate school, or student management department. Transcripts in languages other than Chinese or English shall be attached with notarized translations in Chinese or English.

5. 语言能力证明，请见“四、申请条件/ Eligibility5/6”

For language proficiency requirement, please refer to“四、申请条件/ Eligibility5/6”.

*6. 来华留学本科入学学业水平测试（CSCA）成绩单。申请攻读学士学位者须在申报截止日期前报名参加 CSCA 并取得有效成绩单（申请 2026 年 9 月入学的，须报名参加 2025 年 12 月 21 日或 2026 年 1 月 25 日的 CSCA 考试）。申请专业所需的必考测试科目: 文科中文和数学。

CSCA Score Report. Applicants seeking to pursue a bachelor's degree must register for and take the CSCA before the application deadline, and obtain a valid Score Report. Required test subjects for the applied major：Liberal Arts Chinese and Mathematics. Applicants intending to enroll in September 2026 are required to register for and take the CSCA on December 21, 2025, or January 25, 2026.

7. 来华学习计划。应提交中文或英文学习计划（本科生不少于200字，研究生不少于1000字）用中文或者英文书写。

A study plan proposal. A study plan (200 words or more for undergraduate candidates, 1000 words or more for postgraduate candidates) in Chinese or English should be submitted.

8. 推荐信两封。提交两名教授或副教授的推荐信，内容应重点包含对申请人来华学习目标要求，中方院校或者中方导师与国外导师的合作情况或者校际交流情况，以及对学生综合能力，未来发展的评价，只可用中文或英文书写。

Recommendation letters. Two letters of recommendation (written only in Chinese or English) from professors or associate professors shall be submitted. These letters shall describe the applicant’s objectives of learning in China, comprehensive abilities, and evaluation of future growth, as well as the cooperation between the supervisors or the exchange between universities both in China and abroad. 

9. 《外国人体格检查表》复印件（原件自行保存，此表格由中国卫生检疫部门统一印制，须英文填写）。申请人应严格按照《外国人体格检查表》中要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查表》无效，检查结果有效期为 6 个月。

A photocopy of the Foreigner Physical Examination Form completed in English (the original copy shall be kept by the applicant). The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid.Please select the appropriate time to take a physical examination as the result is valid for only 6 months.

10. 无犯罪记录证明。申请人须提交由所在地公安机关出具的有效期内的无犯罪记录证明，通常应为提交申请之日前 6 个月以内的证明文件。

Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.

注意：通过系统上传的材料须清晰、真实、有效。建议申请人使用专业设备扫描需提交的有关文件，因材料不清晰或无法可识别造成的后果由申请人承担。

Reminder: Uploaded supporting documents must be clear, authentic and valid. Applicants are recommended to use a professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.

七、申请步骤/ Application Process:

第一步：网上申请/Ⅰ Application Online

详见附件一：中国政府奖学金来华留学管理信息系统操作流程。

第二步：考试安排/Ⅱ Exam Arrangement

申请人资料审核通过后，留学生院会通过邮件通知申请人进行入学测试。

After your application information is approved, International School will notify you by email about entrance exam.

注：请确保邮箱地址正确，并定期检查邮箱，以免错过考试安排的通知。

Note: Please make sure your email address is correct and check your email regularly in order not to miss the notice of exam arrangement.

第三步：录取与入学/Ⅲ Admission

申请人可在“中国政府奖学金留学管理信息系统”查询录取结果。被录取后，学生须严格按照学校规定的时间报到注册。报到时将核验最高学历证书及成绩单原件、《外国人体格检查表》、无犯罪记录证明、语言水平证明原件等申请材。

Check the admission results in the "Chinese Government Scholarship Study Abroad Management Information System". If you are admitted, you shall register at Chongqing Technology and Business University within stipulated time. The original highest academic certificate and transcripts, the Foreigner's Physical Examination Form, Non-criminal Record Report and the original language proficiency certificate will be verified at the time of registration.

注：境外学生入校报到事宜将根据中国入境政策另行通知。

Note: Requirements concerning your registration at CTBU will be notified in due time in accordance with China's immigration policy.

注意事项：

1. 根据奖学金管理办法，留学生在华学习期间只能获得一种奖学金资助。

2. 已经获得某类奖学金资助的留学生，在中国学习期间不能申请和转换成新的奖学金类型。

3. 如果奖金获得者无法在注册截止日期前注册，则奖学金资格不予保留。

Notification:

1. According to Scholarship Regulations, all international students can be covered by only one type of Scholarship when international students’ study in China.

2. International students who are already covered by a certain type of scholarship are not eligible to apply for and switch to a new type of scholarship while studying in China.

3. Scholarship eligibility will not be retained if the scholarship recipient cannot register before the registration deadline.
